Rep. Josh Gottheimer, a U.S. Congressman representing New Jersey’s 5th district since 2017, announced details of the proposed Enhancing Transparency from Airlines (ETA) Act in a series of posts on September 16, 2025.
Gottheimer stated that “The ETA Act will require automatic cash compensation — not vouchers — for delays caused solely by the airline of more than 3 hours. This means cash back in your wallets for the costs and headaches caused by airline mistakes.” He further explained the rationale behind the bill, writing “First, families and business travelers deserve real compensation when they face massive delays caused by an airline. My Enhancing Transparency from Airlines — or ETA Act — will set new rules of the sky so that no Administration can just roll them back.”
In another post on the same day, Gottheimer urged regulatory action and industry cooperation: “Second, I’m urging the U.S. Department of Transportation to stand by passengers and ensure they receive compensation for delayed flights. Finally, I’m calling on the major airlines to sit down with me and other Members of Congress to strengthen consumer protections.”
Gottheimer has represented New Jersey’s 5th District since defeating Scott Garrett in 2017. Born in Livingston, New Jersey in 1975, he is currently 48 years old and resides in Wyckoff. Gottheimer graduated from the University of Pennsylvania with a BA in 1997 and earned his JD from Harvard University in 2004.
